County OKs 10-year nonexclusive Charter/Spectrum franchise for cable and internet

The Washington County Board of Supervisors approved a 10-year nonexclusive franchise agreement with Spectrum Southeast, a subsidiary of Charter Communications, to erect, construct, operate and maintain cable and internet facilities in county rights-of-way.
Mr. Snyder (Speaker 10), who reviewed the franchise in the meeting packet, said the agreement allows other cable providers to operate under similar terms and contains provisions for insurance, indemnity, compliance with the law, and revocation language for both parties. Snyder highlighted that the company is not seeking a requirement that the county indemnify it, which he said could be problematic with state constitutional constraints.
Board members asked questions; the motion to approve the franchise and authorize the appropriate signature passed unanimously, 6-0.
