Planner Mr. Richardson described the Lucas Counts application as a request to rezone approximately 67.42 acres adjacent to Smith Chapel Road from split R2/A2 to fully A2. Richardson said the parcel has been in agricultural use for years and the owner is farming the property and wishes to maintain that use; the planning commission recommended rezoning the entire parcel to A2 on a 5‑0 vote. Applicant Lucas Counts spoke in favor and provided an address for the record, saying he had discussed the change with neighbors and that "they're all good with it." A board motion to rezone carried 5‑0.
In a separate hearing the board considered a roughly 25‑acre parcel near Love's Mill Road that had been rezoned in recent years and was now sought to be returned to A1 at the request of the new owner, Mr. Sullivan, who stated he intended to farm the land and raise hay. The planning commission recommended returning the parcel to A1 (5‑0); the board approved the rezoning 5‑0.
Both items drew little public opposition; in the Counts case several neighbors were reported as concerned about placement of a manufactured home, but the applicant said those concerns had been resolved.
