The board then received the Head Start governance training, which covered eligibility categories (income, homelessness, foster care, IEP/IFSP; citizenship status is not used for eligibility pending federal rulemaking), monitoring safeguards, the roles of the governing body, policy council and management, and the county’s alignment with a resolution defining fiduciary responsibilities (resolution number cited in presentation).
