The Warren County Planning Commission voted to recommend that the Board of Supervisors approve a rezoning application to change a 0.37‑acre parcel at 863 Winchester Road from R‑1 (residential) to commercial.
Planning staff said the parcel is designated as commercial in the county’s future land‑use map and that the owner intends to consolidate the parcel with adjacent commercial lots the owner already holds. The applicant submitted a voluntary proffer statement that would require lot consolidation, demolition of the existing dwelling, a one‑time monetary contribution to the North River Volunteer Fire Department for capital improvements and a cap on average daily vehicle trips once consolidated.
Applicant counsel Andrew Hill told commissioners the request aligns with the comprehensive plan and noted the parcel is surrounded by commercial parcels previously rezoned in 2006; the applicant intends to consolidate 14 parcels into a larger commercial lot for future retail or service development. Commissioners questioned traffic impacts and VDOT review; staff said site‑plan review and VDOT would address access and that any required transportation improvements would be conditions of approval at the site‑plan stage.
The Planning Commission voted to forward the rezoning request to the Board of Supervisors with a recommendation to approve the map amendment.
