The proffers included a one‑time monetary contribution to the North River Volunteer Fire Department for capital improvements, commitments on screening and landscaping to meet highway‑corridor overlay standards, demolition of the existing dwelling on the rezoned lot, and measures addressing transportation, utilities and stormwater management.
The applicant’s attorney said the rezoning would allow consolidation with 13 adjacent lots already zoned commercial. The board accepted the proffers and voted to rezone the parcel from Residential‑1 to Commercial.
Next steps: consolidation of lots and compliance with proffers will be handled with future plats and site development.
