Later Henry nominated Carter for vice chair; the roll call returned unanimous 'Aye' indications and the board concluded its officer selections for 2026.
The board also agreed to a procedural change to the agenda that moved the public-comment period ahead of several policy items so residents could speak on non-public‑hearing agenda items. The swap was approved on roll call.
The meeting then opened a 30‑minute, three‑minutes‑per‑speaker public-comment block. Many of the speakers used that time to urge the board to restore funding to Samuels Public Library and to disband the Warren County Library Board; several also voiced concerns about meeting procedures and transparency. County Administrator Brad Gotchell and supervisors acknowledged the volume of public interest and the board moved on to policy discussions and other business after comments concluded.
