County to back SPEAR proposal for trail signage, kiosks and outreach; letter to be finalized and ratified

Susan Flavell, president of SPEAR (a nonprofit trail users group), asked the commission to reuse a previously issued county letter of support as SPEAR prepares a new application for Utah ivision of Outdoor Recreation grant funds focused on off-road trail signage and kiosks.
"We plan to meet with these county road guys and look at our stuff again before the grant closes on the March 2," Flavell said, asking for continued county coordination and the ability to reuse last summer's letter of support.
County staff and road-department representatives said the county may be a stronger applicant at times and that the proposal would benefit from clearly differentiated responsibilities so the grant does not duplicate county services. Staff recommended revising the application to clarify which items the county could provide and which the nonprofit would deliver.
The commission voted to move forward with a supporting letter and directed staff and SPEAR to send the finalized letter to the commissioners for ratification at the next meeting.
