Committee approves substitute to certify home inspectors; effective date moved to 2028

The committee approved a substitute to SB 458 that changes the state's approach to home-inspector oversight. Sponsor Senator Goodman said the substitute delays the effective date to Jan. 1, 2028; removes pre-licensing education in favor of a minimum examination to demonstrate core competence; allows a 10-year experience pathway for applicants without a high-school degree; preserves insurance requirements; and staggers renewals by birth month.
Senator Goodman said the certification would be administered through the existing contractors board (residential division) rather than creating a new board. After questions from members about oversight and differences between certification and licensure, the committee adopted the substitute and passed the measure; the vote included one recorded opposition.
