Kankakee City Council on Feb. 17 authorized a grocery-store feasibility study with Mallon and Associates to evaluate potential locations on the East Side and in Meadowview. Council members said the study will provide data to present to supermarket developers at an industry conference in May.
Mayor (presenting) said the goal is to show potential operators that a store can be successful in the identified locations and that the study will help avoid unnecessary spending on site acquisition or design if sites prove infeasible. The economic-development committee unanimously recommended sending the proposal to full council. The cost was reported at $29,500; council approved the resolution subject to legal review and contract finalization.
Council discussed parking needs for grocery stores and noted that current local parking codes may be insufficient; the proposal includes assessment of the Meadowview area because parking and access are key to a store's viability. The resolution directs staff to complete legal review of the contract and return to the economic development committee for final action on contract language.
Next steps: staff will work with the city attorney to finalize the contract and return it to the economic development committee; council members said they expect the study to be used at the ICSC industry conference in May for developer recruitment.
