Council backs letter of support for 80-unit senior affordable housing LIHTC application

City staff presented a request for a council resolution of support for a Low Income Housing Tax Credit (LIHTC) application for Madeline LP, a proposed 80-unit senior affordable housing development on the 5100 block of Desert Willow.
Staff described LIHTC as a federal program administered by the Texas Department of Housing and Community Affairs and said the proposed Madeline LP project would provide 80 units for residents age 62 and older. The developer presented a conceptual plan for a single three-story building on roughly 4.5 acres with unit sizes and typical common amenities including a clubhouse, business center, fitness space and outdoor areas. Staff projected one-bedroom rents around $760 and two-bedroom rents a little over $900 per month if the project receives an award and proceeds.
The developer requested a city resolution of support with a $500 development- and permit-fee waiver to strengthen the competitive application. Staff recommended a resolution of support with the fee waiver; staff noted that if the application is submitted the developer would learn whether it received an award around July and, if successful, construction planning could begin the following spring.
Clifton Phillips, representing Roundstone Development, answered questions about site selection and proximity to transit and amenities. The resolution of support and fee-waiver request were included in the meeting’s consent agenda and passed as part of the consent package that carried 6–0.
