During the consent discussion, staff explained that SAPD officers lacked standard‑issue smartphones and had been using devices without cellular service; the Verizon agreement would secure 80 lines at DIR pricing and include per‑line credits for accessories. Council also approved a renewal of the MOU with the Bureau of Reclamation and Texas Parks and Wildlife, which Carl White said has improved management and access at Twin Buttes since 2016.
After returning from executive session later in the agenda, the council confirmed appointments to multiple local boards (Civic Advance Advisory Board, Construction Board of Adjustments and Appeals, Economic Development Corporation and Fort Concho Museum Board) in a unanimous vote.
Votes on the Verizon contract, the Twin Buttes MOU and the appointments were recorded as 7–0.
