Council approves $275,000 in South Tiers incentives for three downtown rehab projects

San Angelo — The City Council unanimously approved a package of Tier incentives totaling $275,000 for three projects in the South Tiers district, aiming to support building safety, preservation and accessibility upgrades downtown.
Planning and Development Director Aaron Vannoy outlined the three recommended awards: a $100,000 request for the Angora Hotel at 402 W. Beauregard to fund egress, landscaping and parking improvements (project cost about $143,000); $100,000 for 421 W. Tuohig for paving, fencing and historic interior preservation on a 130,000‑cost project; and a $75,000 award for 40 W. Tuig (the Spur Building) to help install an elevator to reach the fifth floor as part of a $184,000 project. The awards draw from a $1.7 million South Tiers fund.
Vannoy said the Tier board recommended approval on Jan. 27. Councilmembers noted the projects would improve downtown viability and preserve historic structures; the council approved the expenditures 7–0.
What it means: Staff said the South Tiers fund would still retain approximately $1.5 million after the awards. Projects will proceed with the usual permitting and inspection requirements.
