Committee weighs education campaign after rise in unpermitted boat covers and floating docks

Committee members raised concerns about a growing number of unpermitted boat covers and floating docks in the canal system and discussed ways to improve compliance.
Jake Dye and other members said out-of-area contractors and do-it-yourself installations are often not accompanied by the necessary permits. "They put them in all over Florida... in most cases... municipalities, they don't need a permit," Dye said, arguing that contractors and property owners need better information about Punta Gorda’s permitting requirements. Members noted that some floating canopies create windage and horizontal stress on lifts and seawalls, which can cause safety and property issues during storms.
Staff confirmed that homeowners who receive notices have been sent letters and that Public Works maintains a permit list. Mark Storm said a revised property guide for seawall maintenance has been completed and can be distributed in hard-copy and electronic form. Committee members suggested targeting realtors, using weekly Public Works updates, the city clerk’s channels, and social media to reach new residents and tradespeople.
The committee discussed whether the building department or canal maintenance should retain official records for special permits and agreed to follow up after the meeting to clarify which department will provide approved-plan copies to the building department. Staff said they will check with code enforcement on contacting contractors who installed noncompliant covers.
Next steps: staff will distribute the revised property guide, coordinate outreach with the city clerk and realtors, and follow up with code on contractor contacts.
