Local proposals: hearsay exception for vulnerable victims and loan-relief incentive for firefighters discussed

At the legislative workshop, Councilmember (Speaker 5) presented two locally driven proposals for the delegation’s consideration: a draft bill to create a hearsay exception so staff or family can testify about an outcry by a resident who lacks capacity to swear an oath, and a proposal to expand the Wave Maker Fellowship loan-repayment incentive to include firefighters.

Speaker 5 outlined the problem: crimes against residents with developmental disabilities or age-related cognitive decline are often difficult to prosecute because victims "sometimes lack the capacity to swear the oath to tell the truth and to testify as to what was done to them," and the proposed draft would permit testimony from staff or family about that outcry. The speaker stated they believe the change is constitutional and urged the delegation to pursue it.

On recruitment, the speaker asked that the Wave Maker Fellowship — currently available to teachers and certain health-care professionals — be amended so firefighters would also be eligible for student-loan assistance, noting substantial debt among young prospective volunteers and paid recruits.
