New Hanover County approved a conditional waiver of landfill tipping fees to assist the Trask Land Company in reclaiming a former county landfill site north of Mayfair.
Staff explained the proposal and recommended attaching conditions to limit county exposure and ensure environmental oversight. Recommended conditions included capping the waived tonnage at 55,000 tons, requiring removal of tree/stump material (which is banned from landfills), submission of sampling results for county review, and delivery during normal operating hours so the material can be managed safely (staff presentation, SEG 1226–1239).
Staff and commissioners discussed the lease history (1970s), and department staff said the private company will bear excavation and transport costs; the county’s exposure is limited to foregone tipping revenue within the prescribed cap. Commissioners noted potential operational benefits if clean soil material could be reused as daily cover at the landfill, partially offsetting county costs.
The board moved, seconded and voted to approve the waiver with the stated conditions.
What happens next: Staff will coordinate required sampling and condition compliance with the landfill manager and will monitor tonnage under the approved cap.
