The Rockingham County Board of Commissioners approved four rezoning requests during its Feb. 16 meeting after planning staff presented each case and the planning board recommended approval.
Case 2025‑16 (Deacon): A conventional rezoning request to change the parcel to residential agricultural in the Huntsville Township. Planner Nicholas Duncan said the planning board recommended approval 6–0. No one spoke at the hearing; Commissioner Richardson moved to approve, Commissioner Hall seconded, and the board approved by voice vote.
Case 2025‑17 (Quad Oaks LLC): The applicant asked to remove a conditional district that restricted uses to RV sales and service so the owner could consider full highway commercial uses. Applicant Edward Mateer spoke in favor. An adjacent property owner asked whether rezoning would change his parcel (Duncan clarified it would not). The board approved the rezoning (motion by Commissioner Hall; second by Commissioner McCallum/Callum).
Case 2025‑19 (Bryant): A request to rezone a parcel from residential agricultural to highway commercial near US 29; planning staff recommended approval (6–0). No one spoke and the board approved the rezoning by voice vote.
Case 2025‑21 (Cardwell): A conventional rezoning to residential agricultural in Madison Township; planning staff recommended approval (6–0) and the board approved by voice vote.
Each case record (tax PINs and parcel locations) was entered into the hearing record as presented by planning staff; the planning board’s unanimous recommendations factored into the commissioners’ approvals.
