Carlisle council approves radios, vehicles and several contracts; retroactive IT contract approved

On Jan. 8 the Carlisle Borough Council approved multiple procurement and contract actions, several subject to solicitor and grant-agency review.
Public safety: Council amended a prior approval to purchase emergency radios and accessories from Motorola Solutions, under COSTAR contract 4400027237, to reflect changed quantities and a new total purchase price of $275,306.90, contingent on final grant-agency approvals and solicitor review. Council also approved purchase of two 2026 Ford Police Interceptor Utility hybrid vehicles from New Holland Auto Group totaling $94,048 and authorized payment of $19,359.02 to B. Moyer Radio Communications to upfit the patrol vehicles, both via the Commonwealth of Pennsylvania cooperative purchasing program.
Budget & Finance: Council retroactively approved a one-year Total Care support contract with Hinton and Associates for information-technology network support effective Jan. 1, 2026, subject to borough solicitor review and approval.
Public works and consulting: Council authorized the mayor to execute an incorporated work agreement with the Pennsylvania Department of Transportation for manhole and valve elevation adjustments and related work on East High Street and York Road (state routes 74 and 641), subject to borough manager and solicitor review. Council also approved a contract with Old Forge Environmental LLC of Lancaster to provide as-needed consulting services for water-resource infrastructure projects in 2026, subject to solicitor review.
Finance: Council authorized a financial-security reduction in the amount of $697,532.70 for the land-development plan entitled PA Carlisle Hidden Meadows LLC.
Most motions were moved, seconded and approved by voice vote; the transcript records roll call votes only for the Chapter 183 ordinance discussed earlier. Several approvals were explicitly conditioned on solicitor review or final approval of grant funding.
