Council schedules Chapel Point rezoning hearing, adopts property-maintenance ordinance and approves IAC site plan waivers

Carlisle Borough Council on Jan. 8 authorized a public hearing for a proposed rezoning of tax parcel 04-22-0483-131 (Chapel Point) from C-3 General Commercial to INS Institutional, adopted an ordinance amending Chapter 183 of the borough code to establish property-maintenance procedures for revitalizing underutilized buildings in the urban mixed-use district, and granted requested waivers to approve the final land-development plan for the former IAC Site Lot 1.
Councilor Shiles moved to direct the borough solicitor to schedule public notice and a public hearing for the Chapel Point rezoning. Attorney Gilroy, representing the applicant, told council a revised plan will not be ready for March and asked the solicitor to be authorized to set a hearing date later; solicitor Bridal advised council that authorizing the solicitor to set the date later was appropriate. Council approved the motion to schedule the hearing without a specific date.
Council then considered an ordinance proposed by Councilor Schall amending Chapter 183 (property maintenance) to establish procedures and requirements for redeveloping, reusing or revitalizing former underutilized buildings in the urban mixed-use district. The ordinance passed on a roll call vote: Miss James, Miss Mellon, Miss Carey, Miss Bruce, Mister Shiel, Mister Stubbe and Mayor Schulz recorded 'Aye.'
Councilor Schall also moved to grant the requested waivers and approve the final land-development plan for the former IAC Site Lot 1 (revised). The motion was seconded and approved by the council.
The council discussion focused on timing for public hearings and coordination between applicant, staff and the solicitor; no ordinance amendments beyond the Chapter 183 language under consideration were recorded during the meeting. Next steps include formal public notice and a scheduled hearing date for Chapel Point once the applicant submits a revised plan and staff and solicitor set the hearing date.
