Staff described the resolution as a routine step to earn points in the competitive 9% tax-credit process; the applicant said the concept covers two contiguous parcels totaling 5 acres and approximately 57–62 units conceptually. The council approved the resolution by a recorded 3–1 vote.
SRO contract: City staff presented a new school‑resource‑officer agreement with Kennedale ISD that changes cost sharing. Under the new contract, the school will pay 100% of one officer assigned to the high school; the city and school will split the second officer 50/50. The city manager said the revised structure saves roughly one half of an officer’s salary compared with the prior arrangement. Council approved the contract on the record.
Water‑termination policy: After hearing resident concerns about short shutoff windows during storms, council voted to adopt a 30‑day grace period before termination actions—matching a neighboring jurisdiction’s policy. City staff said Arlington’s policy is a standard many utilities use, and council members framed the change as a compassionate, practical step for residents on fixed incomes or affected by service delays.
Council also went into executive session under Texas Government Code Section 551.072 to discuss real‑property matters and later returned to adjourn the meeting.
