Saint Marys reallocates CDBG funds, cancels Memorial Park restroom project

City staff told council that a Local Share Account (LSA) application originally proposed for Bavarian Hills Golf Course ADA work had been revised to meet the minimum request amount; the remaining 2022 CDBG funds would be dedicated to demolition of 609–621 Bridal Street and are ready to be bid this year. The public hearing for that LSA modification was held Feb. 9 with no public comments.
Separately, staff explained that the Memorial Park restroom renovation originally included in the 2025 CDBG application contained items CDBG rules regard as ineligible for the intended match (CDBG may only remove existing architectural barriers). Because the DCNR 2P2 program requires a dollar-for-dollar match, and the reduced eligible CDBG portion would not provide the necessary match, staff recommended cancelling the restroom project and reallocating those funds to the South Michael Street sidewalk project. Council moved and approved the CDBG application modification to reallocate the funds.
Staff estimated the restroom project at about $200,000 and noted the DCNR 2P2 grant would require a $100,000 match; staff stated it would be difficult to obtain that match locally at this time. Council approved the CDBG modifications by voice vote; staff will move forward with bidding the demolition work and reallocating funds for the sidewalk project.
