Staff said the demolition project remains funded and that the CDBG program can place a lien on privately owned properties that accept funding; council and members discussed lien terms and whether projects could be sold within a five-year lien period.
Council members asked whether the recipient property owners could cover the overage themselves and whether reallocating funds would stall other projects; staff said they would contact property owners to discuss options and could pursue alternative CDBG projects that have excess funds if needed. After questions about ownership and project status, council moved to approve the reallocation and the motion carried.
