Road department staff and Director of County Operations (Ted) explained that local natural material sources (rock/gravel) are largely controlled by Tidewater, which limits the effective competition for chip‑seal rock; Albina Asphalt and other firms bid for oil but regional suppliers are limited by distance and transport costs. Staff recommended approval on the basis that the bids received represented the viable market given local resource constraints.
Commissioners requested a follow‑up review of chip‑seal procurement practices and asked staff to work with commissioners to analyze whether in‑house work, multiyear contracts, or different solicitation methods would yield better market responses. A motion to approve the chip‑seal bid from the county road department was moved, seconded, and approved by recorded voice votes.
The board also directed staff to include clearer budget routing information on future agenda packets (existing budget amount, proposed allocation, remaining balance) to help public transparency for large purchase requests.
