Cook told the board the trailer would have four men’s and four women’s stations and would supplement the new restrooms at the Civic Park Pavilion to improve access during city events.
Council members queried technical details about electrical power, water hookups and waste disposal. Cook said the quoted unit included a generator bracket that the city would exclude, reducing the invoice by about $1,000, and that water could be run from a nearby hydrant and electrical from a nearby power pool. On waste handling he said the trailer is self‑contained with options to either dump the black tanks or have them suctioned out. He also said staff would check winterizing schedules with the manufacturer and planned indoor storage at the city or parks garage when not in use.
Mayor noted that, based on current annual porta‑let rental spending of “a little less than $20,000” a year, buying the trailer represents roughly a four‑and‑a‑half year payback compared with continued rentals. After discussion about accessory installation (soap dispensers, paper supplies) and whether the trailer would eliminate the need for porta‑lets at large, city‑wide events (staff said it should reduce but not fully replace porta‑lets for events like the ALS car show that scatter units across multiple lots), the board moved and approved the purchase by voice vote. The quote was treated as a not‑to‑exceed amount and staff may omit or perform some accessory installation in‑house to ensure consistency with existing restroom fixtures.
The board directed staff to proceed with purchase and to finalize storage and winterization procedures. The purchase will be charged to the festival/events line (2580001401); any need for supplemental appropriation will be evaluated at year‑end.
