Coffey County creates reinvestment housing incentive district, authorizes letter to Kansas Department of Commerce

The Coffey County Commission unanimously adopted Resolution No. 2026-6970, which makes findings on the county’s housing needs and sets forth the legal description of real property proposed for designation as a reinvestment housing incentive district (RHID). The board then authorized the chairman to sign a letter to the Kansas Department of Commerce requesting approval of the proposed RHID.

A county speaker said the resolution had been prepared by counsel at Gilmore and Bell and contained an exhibit with a legal description of the proposed district. "This is a resolution making certain findings and determinations as to the need for housing within Coffee County, Kansas and setting forth the legal description of real property proposed to be designated as a reinvestment housing incentive district within the county," the chair read when introducing the resolution. Commissioners approved both the resolution and the authorization to send the department request by recorded vote 5-0.

Why it matters: designation as a RHID is a preliminary step that allows the county to seek state approval for incentives or programs tied to housing reinvestment in a legally described area; staff indicated the legal description was vetted with outside counsel. The motion passed with no recorded opposition; the county will forward the letter and follow state procedures for RHID approval.
