Daly City trustees approve revised library card policy clarifying digital IDs and limited borrowing

The Daly City Library Board approved revisions to its library card policy at a Feb. 17 meeting, clarifying acceptable forms of identification and outlining limited borrowing privileges for patrons who cannot verify a current residential address.

Board members received a staff report recommending minor edits to acknowledge DMV-issued digital IDs (available via the dedicated app), to remove an outdated reference to a debt-collection agency, and to specify how limited borrowing works for patrons without address verification. Staff told trustees the changes were intended to reflect current practice and to protect patron privacy.

“Disclosing records of fees, however, will be at the request of the cardholder” was discussed as wording that trustees asked staff to rephrase for clarity, and trustees asked staff to confirm whether passports, permanent-resident cards and other photo IDs would be acceptable. Staff said government-issued photo IDs, school IDs and employer IDs are acceptable examples and that the listed items are illustrative, not exhaustive.

Trustees moved to approve the policy provided the requested revisions are incorporated; the motion passed by voice vote with ayes recorded and no abstentions noted on the transcript. The motion directed staff to return the revised draft to the board for final review.

What was changed: staff said the draft adds explicit mention that digital IDs acquired via the DMV’s dedicated digital-ID app are acceptable, removes the reference to a debt-collection agency no longer used by the library, and clarifies an 'intro' or limited card that permits up to three checkouts and computer access for patrons who cannot show current-address verification.

Next steps: staff will bring back the revised policy with the requested wording changes for trustee confirmation at a future meeting.
