Council authorizes ledger account to accept resident deposits for proposed undergrounding district

The Town of Ross council voted to authorize the town manager to open a town‑administered general ledger account to hold resident receipts and to track expenses related to forming a new utility undergrounding assessment district covering portions of Upper Road, Woodhaven Road and Upper Road West.
Public Works Director Rich Simenich explained the neighborhood group seeking the district must pay engineering and PG&E costs in advance so the town can hire consultants to prepare preliminary boundaries and cost estimates. Simenich said engineering consultants prefer to contract with the town and that contributors would sign a deposit and release agreement acknowledging that unspent deposits would be refunded if the district is not formed, but spent funds would not be recoverable.
Gina Lisonbee, speaking for the neighborhood, told the council initial deposits might total about $100,000 and urged the town to open the account for transparency. Council members asked whether staff time would be tracked and reimbursed; staff said staff time would be tracked and could be included in district costs if the district forms.
The motion to authorize the ledger account passed on a 4–0 roll‑call vote.
