Neighbors and ADR express support for deck renovation at 21 Loma Linda

The Ross Architectural Design Review (ADR) convened Aug. 20 to hear a conceptual proposal for 21 Loma Linda, where the applicant seeks design review, a nonconformity permit, a variance and a hillside-lot permit to replace an existing wooden deck and make a minor expansion.
Town staff said the project would replace an existing nonconforming deck and expand it modestly — from roughly 710 square feet to about 720 square feet — and would add an outdoor fireplace, seat wall and arbor. The applicant, speaking by Zoom, said neighbors have offered support and that the steep rear slope limits other locations for an outdoor living area. "This is a pretty simple project ... the goal is to remove the rock wall and replace that with an outdoor fireplace seating area," the applicant said.
A neighbor, Pierce Berry of 230 Wellington, spoke during the public comment period in favor of the project, saying it "adds to the neighborhood" and is not visible from the street. Several ADR members said the design is compatible with the house and site. One member noted the project "does not exacerbate the existing nonconformity" of the outdoor space; others agreed the screening hedges and slope minimize impacts.
Because the presentation was conceptual, ADR did not take formal action; members provided design feedback and indicated they would include their opinions in a staff report or recommendation to the town council if the application proceeds to formal review. The applicant said he was "happy to answer any questions" and expects structural engineering review to determine the final edge condition of the deck.
Next steps: the applicant will move toward a formal application process where staff will prepare a report and ADR’s informal design comments can inform any future recommendation to town council.
