The study reviewed roughly 80 positions, matched employees to market peers (about 11.5 matches per position), found the city trailing the market (roughly 15–30 percent depending on position and adjustments), and recommended pay‑range restructuring, compression corrections, and a public‑safety step plan. Phase 1 implementation had included raising a minimum to $20 per hour.
Councilmembers asked about the budget and benefit impacts of implementing study recommendations. City Manager and HR staff said phase‑1 work is under way and that adjustments would typically be considered in the budget cycle, linked to merit evaluations and anniversary dates. Councilmember Hemming moved — and Councilmember Martin Rogers seconded — a referral of discussion to the Human Resources Committee with an explicit instruction to consider cost‑of‑living adjustments and to coordinate with Budget & Finance on budgetary impacts. The motion carried by voice vote. Staff indicated they will provide additional implementation detail and cost context to committees and the council.
