An early motion by a supervisor amended the meeting agenda to add a closed session under Virginia Code §2.2‑3711(a)(1) to discuss a personnel matter; the motion was seconded and carried by voice vote.
Later, the School Board moved, seconded and voted to adjourn its portion of the meeting. The Board of Supervisors then made a separate, seconded motion and voted to convene in closed session under the same code section to address the previously cited personnel matter; members voiced "aye" and the bodies recessed.
The boards also reached consensus authorization for staff and Davenport to issue financing RFPs and return with proposals for formal consideration in November. No formal ordinance or bond authorization was adopted at the meeting; financing decisions will require subsequent formal action once RFPs, MOA language and proposed terms are presented.
