Westmoreland schools report FY24 fund balance and outline $2M vestibule project

Kathy Rice, speaking for Westmoreland County Public Schools, told supervisors the FY24 fund balance stood at $1,548,265 and that the district historically retains year-end funds to support capital improvements.
"The FY24 fund balance was $1,548,265," Rice said, noting prior appropriations during the 23–24 school year totaled about $3.8 million and were used for the high-school track, field house and security upgrades. Rice said the district is reserving at least $1.1 million for cash flow and will identify restricted federal or state funds before determining what it can contribute to future projects.
Rice described a Washington District Elementary entrance/vestibule project, designed by Groom and Parker Architects, with a current estimated cost of about $1.973 million (the district placed $2,000,000 in its capital-improvement plan). She said the schools currently do not plan to request appropriation until FY25 books are closed and hope to seek funding in the FY25–26 budget.
Supervisors asked for regular updates on school finances and capital plans; the chairman and other members urged collaboration between county and school officials to plan multi-year financing to avoid large taxpayer impacts.
