Harrisburg council adopts amended 2026 budget after debate, trims several administrative positions

Harrisburg City Council voted on Dec. 23 to adopt the citys 2026 municipal budget as amended, approving a package of policy amendments and technical corrections that the council said address staffing, process and transparency concerns.
Vice President Lamont Green, chair of the Budget & Finance Committee, moved the final budget adoption after the council approved a set of policy-driven amendments (including removing general-fund funding for several interim positions) and a sequence of technical corrections submitted by finance. "I appreciate the diligence," Green said during discussion of fund balances; finance staff described a projected year-to-date net general-fund revenue of roughly $3 million to $4 million and a conservative cash fund balance projection at year-end.
The council approved line-item technical updates across multiple departments that did not change the overall budget total but adjusted personnel subtotals. The solicitor and finance staff said the corrections fixed import errors between the citys financial system (Munis) and the budget book software (PatternStream) and ensured payroll and overtime calculations matched contractual obligations.
Notable policy changes adopted during the amendment process included moving the general-fund portion of the interim building and housing directors salary and removing funding for the business administrator position and the project director for business development/LERTA administrator. Supporters said those votes addressed a pattern of unclear reporting and process for interim appointments; opponents warned some changes could complicate statutory duties and hiring processes.
President Hill read a substitute motion and the roll call showed the final vote on the budget ordinance (Bill 12 as amended) passed 6 to 1; the meeting record shows Councilor Daniels as the lone dissenting vote. Finance staff said the final, amended ordinance and corrected budget pages will be transmitted digitally to the mayors office for signature.
The council also approved smaller targeted amendments, including a $25,200 host-municipality fee grant to fund a year of Evolve Youth Trades tuition for seven Harrisburg School District students and several personnel corrections to police, fire, parks and communications payroll lines.
Next steps: the mayor has 10 days to sign, veto or take no action on the adopted ordinance; if a veto occurs the council will have a narrow window to consider an override, the solicitor explained.
