PNC gives $2 million for snow-removal equipment; city outlines plan to add about 70 snow-capable vehicles

Council committees on Feb. 4 approved a PNC Foundation donation of $2 million to purchase snow-removal equipment and advanced related cooperation agreements with the city's Equipment Leasing Authority.

Jennifer Olsinger, the city's chief procurement officer, told council "this $2,000,000 buys 15 vehicles" and said that, when combined with previously budgeted funds and reallocations related to the UPMC donation, the administration expects to add about 50 new snow-capable vehicles this year. She added that the city will upfit an additional 20 existing vehicles, bringing the total number of snow-capable vehicles added this year to about 70.

Council members discussed vehicle versatility, noting many of the purchases are usable year-round across departments including public works, parks, EMS and animal control. Members pressed for online tracking and more detailed public reporting of purchases and upfitting; officials agreed to provide more accessible reports and post-agenda materials.

Bill 81 (accepting PNC Foundation funds for snow equipment) and Bill 73 (cooperation and ELA transfer measures) received affirmative recommendations from committees. Officials said exact vehicle types and delivery timelines depend on bidding, upfitting decisions and supplier availability; some speakers cautioned that some specialized public-safety vehicles take longer to procure.
