Summary
The City of Bangor Planning Board voted unanimously Feb. 17 to recommend a zone change for a roughly 6-acre parcel adjacent to the Rock Church and to forward two small-code amendments to the City Council: a parking buffer exception for G/ISD-adjacent lots and a clerical fix removing State Street from the minor arterial definition.
The City of Bangor Planning Board on Feb. 17 voted unanimously to send three recommendations to the City Council, including a zone-change request for a parcel adjacent to the Rock Church and two technical amendments to the citys land development code.
The board recommended that the City Council approve a zone change for a roughly 6-acre parcel on Ohio Street (Map Lot R23-003B) from Rural Residential and Agricultural (RRNA) to Government and Institutional Service District (G/ISD). Randy Bragg of Carpenter Associates, speaking on behalf of the Rock Church, said the parcel would be used for the churchs central offices and some small warehousing for satellite locations. After discussion and no public comment, the board moved, seconded and approved the recommendation by roll-call vote; Chair John Jonathan Boucher said the item will appear before the City Council at its next meeting for final review and approval.
On two code amendments, the board voted to recommend council approval of edits to Land Development Code Sec. 165-73 (parking area location and screening) to remove the buffer requirement for parking lots adjacent to properties zoned G and ISD, with an explicit exception if the adjacent property is a residential use, cemetery or school. The motion incorporated prior board feedback and a parking-committee review for downtown parcels.
Separately, the board recommended a clerical correction to Land Development Code Sec. 165-13 (definitions) removing State Street from the minor arterial definition, as requested by the City Council. Both amendments passed on unanimous roll-call votes and will be forwarded to the council for final action.
