The Douglas County Board of Commissioners approved the final closeout of Neighborhood Stabilization Program 1 (NSP1) on Feb. 17, 2026, authorizing the chair to sign related documents pending final legal review and transmission of the final revised budget to the Georgia Department of Community Affairs.
Staff presenter Lisonbee Duggan told the board the county received an NSP1 award of $3,600,000 in February 2009 and used those resources to rehabilitate 57 single-family homes, which were sold to low- and moderate-income families in Douglas County. "We have received an award of 3,600,000," Duggan said while summarizing the program outcomes and noting staff had provided a list of rehabilitated addresses for the record.
No members of the public spoke during the closeout hearing. After a brief clerk-led motion and second, the board voted unanimously to approve the closeout and to authorize the chairman to execute any final documents, with the board clerk to transmit the closeout materials to the Georgia Department of Community Affairs for final certification. The meeting record notes the board approved the item 5-0.
The county indicated the closeout packet includes a final revised budget and the list of the 57 rehabilitated properties; Duggan apologized for the small print on the list but said the document would be included in the minutes. Staff said they would report the closeout to the Georgia Department of Community Affairs and seek final closeout certification.
Next steps are administrative: county staff will transmit required documentation for certification and the chair will sign pending final review by legal staff. The board did not amend or table the item; the action was recorded as a final approval.
Provenance: county staff presentation and board vote recorded during the public hearing portion of the Feb. 17, 2026 meeting.
