Bethlehem council approves package of budget ordinances, PennDOT easements and other routine resolutions

Bethlehem City Council approved an omnibus package of ordinances amending the 2026 budgets and several resolutions authorizing routine city actions.
The council considered ordinances 8A–8I together as a single agenda item; the ordinances amend the general fund, waterfront and community development block grant fund budgets for 2026 and were sponsored by Councilmember Eamon and Councilmember Kwiatak. The combined ordinance package passed on a roll call vote of 6–0.
Council also approved: an authorization for the mayor to execute documents required by the Pennsylvania Department of Transportation for the Hill‑to‑Hill Bridge expansion project (Resolution 10A, passed 6–0); a right‑of‑way access agreement with Greenlight Networks PA LLC to install fiber optic cable (Resolution 10C, passed 6–0); and COAs for 72 East Market Street and 400 Main Street for façade and roof work (Resolutions 10E and 10F, both passed 6–0).
One non‑routine vote was the transfer of a city‑issued duty handgun to a retired Bethlehem police captain (Resolution 10B), which the council approved 5–1 (Councilmember Kwiatak voted nay). Council called the roll for each item and clerk records show the results taken during the resolutions segment of the meeting.
