Council awards construction‑management contract for Saratoga Road and Pony Express widening

The Saratoga Springs City Council voted unanimously Feb. 17 to authorize the city manager to contract with Methods Consulting Inc. for construction management, inspection and materials testing related to the Saratoga Road and Pony Express widening project.

City staff member Jeremy explained construction management services are typically engaged after design and before or during bidding to provide quality control, daily inspections and technical support during construction. The proposal reflected a time‑and‑materials billing approach and an estimated not‑to‑exceed figure of about $385,000 based on an 18‑month construction schedule.

Staff said the broader project scope is to widen Saratoga Road and Pony Express to a five‑lane cross section and to install intersection lighting; additional signal work at 1100 West was under review and could be added depending on signal warrants and coordination with a private developer. City staff reported the funding package had been increased by roughly $4–$5 million to reach an anticipated $5 million project, though a remaining land‑transfer negotiation with a state landowner was noted as a contingency.

A council member moved to approve Resolution R‑26‑10 authorizing a professional services agreement with Methods Consulting Inc.; the motion was seconded and passed by roll call as recorded.
