Senator Dan Innes introduced the bill on behalf of Representative Nader, explaining the bill would allow individuals under 21 to attend special events at veterans clubs, private clubs and social clubs if accompanied by a parent, legal guardian, adult spouse or if they present valid military identification. Representative Maureen Mooney, a co‑sponsor, said the bill clarifies practice at VFW posts and similar organizations, noted the House Commerce Committee’s prior 16-1 approval, and detailed sign‑in procedures and an exemption for 18-year-olds with military IDs.
No members of the public registered to speak and the committee closed the hearing. The committee later moved the bill by consent and voice vote; Senator Reardon agreed to "take it out" to carry the bill forward. The bill’s effective date as presented in testimony was 60 days after passage.
