Lincoln Heights council on Monday adopted Ordinance 2025-01, the village’s 2025 permanent appropriation ordinance, approving a total budget of $9,782,388.74 and enacting the emergency clause after unanimous roll-call votes. "The total, budget for 2025 is $9,782,388.74," the budget presenter stated during the public presentation of the ordinance.
The finance overview presented to council broke the budget into four fund classifications: a general fund, 13 special revenue funds, six capital project funds and two fiduciary funds. The presenter said expected revenue for the year is about $6.9 million against general expenses of roughly $8.4 million, creating a $1.4 million shortfall; the village plans to use approximately $2 million carried over from 2024 and to transfer funds between accounts to cover deficits. "We were able to carry over $2,000,000 from last year," the presenter said.
Council discussed major grant-funded projects and restricted funds that affect the totals: roughly $3.9 million remains in grant funds, $294,000 is allocated for a concession-stand construction project at Memorial Field, and the community impact grant (originally $975,000) has been drawn down and is reported to be around $520,000 remaining for engineering and related costs.
The ordinance lists adopted salary ranges and hourly pay rates for village positions, from manager and department heads to part-time positions. The council said copies of the appropriation exhibits are available to residents on request and displayed the materials during the meeting for public review.

Mayor Ruby Kinsey Mumphrey said the council will continue outreach to residents about levies and budget implications.
