Commission reviews research projects, community forums and approves minutes

Commissioners used the meeting to update each other on subcommittee work, community outreach and administrative business.

Commissioner Che reported on three UCLA research efforts — media tracking, offender motivations and rehabilitation programs, and online‑hate messaging strategies — and said the projects are progressing. A separate UC Santa Barbara collaboration will include literature reviews and an original field experiment on messaging to reduce online hate.

Commissioner Salcedo described the Resources, Support and Response subcommittee’s work on bystander intervention research and a new law‑enforcement training program being developed with department staff. Salcedo said the training is being filmed and that a project on hate‑crime coordinators aims to document how agencies collect and use data across the state.

Commissioner Cuellar summarized a community forum held May 22 on community‑based responses to anti‑immigrant hate, in which the Coalition for Humane Immigrant Rights, Chinese for Affirmative Action and Fresno Immigrant and Refugee Ministries participated; she said about 55 people attended and previewed upcoming forums on online hate, schools, disability and rural communities.

On administrative business, Commissioner Roybal moved and Vice Chair Damsky seconded a motion to approve the minutes of the May 2, 2025 commission meeting. Staff conducted a roll call and the minutes were approved with seven recorded ayes.

The meeting closed after a short civil‑liberties overview by Chair Levin and no public comments were received during the session.
