Lincoln Heights council meeting devolves into heated debate over committee attendance and conduct; excuse motion earlier failed

The Village of Lincoln Heights council meeting on Sept. 23 featured a contentious stretch of debate over committee attendance, member conduct and the enforcement of charter obligations.
Early in the meeting, a motion to excuse Councilwoman Tanya Key from the meeting was moved and seconded; after a roll-call vote the chair recorded four nays and two ayes and "The motion does not pass." (roll-call exchange, SEG 090–099).
Later, council members reopened a discussion about standing‑committee service and the charter’s expectations for attendance. Multiple members criticized chronic nonattendance and what they described as a lack of commitment to committee work. One councilmember said the charter authorizes the mayor to appoint committee chairs and questioned why some members were not being held to the same standard. Another said, "I have a problem with the attendance of any of us," arguing that members who do not attend committee meetings are doing a disservice to residents.
The exchange escalated: accusations about disrespectful language at meetings and a claim — offered during the argument — that a member had not paid taxes prompted a heated back-and-forth of denials and interruptions. In the course of the discussion one speaker said, "That's a lie," and another said they would not return to a meeting "to be cursed out." Council leadership moved to change the subject to pending legislation and suggested addressing disciplinary matters in executive session.
The session concluded with a motion to adjourn after the exchanges. No formal disciplinary action or charter enforcement vote occurred on the record at the meeting; several council members suggested taking personnel or disciplinary matters into executive session for further discussion.
Formal actions recorded in the meeting minutes included the failed motion to excuse Councilwoman Key and the acceptance of several routine agenda items; the council did not adopt new bylaws or take votes to remove or reassign members during the meeting.
