Lincoln Heights council renames funds and approves grant/transfer measures

The Village of Lincoln Heights council voted Sept. 9 to rename multiple special funds and to authorize intra-fund transfers intended to consolidate money for recreation and community grants. Council passed Resolution 2024-R-74 (renaming an ODNR SCIP concession-stand fund) after a brief amendment correcting section numbering; the amendment and the resolution passed on roll call with five ayes.
Council then read and passed Resolution 2024-R-75 by title and approved Resolution 2024-R-76, which authorizes the finance director to transfer monies between program codes in the Community Impact Grant Fund. For R-76 the council suspended the rules, passed the resolution and applied the emergency clause so transfers can begin immediately; roll calls recorded five ayes on each motion.
Council also presented Resolution 2024-R-77, accepting grant funds from the Community and Economic Development Assistance Program (CDAP). Members proposed and approved non-substantive renumbering amendments to section references and recorded a first reading with roll call; the resolution will return for further action as needed.
