The Lincoln Heights Council on Dec. 16 approved several fiscal measures, including a Community Development Block Grant (CDBG) agreement with Hamilton County and a set of budget transfers, and passed a temporary appropriation ordinance for 2025.
Mayor Ruby Kinsey Mumphrey presided as council unanimously passed Resolution 2024‑R‑99, authorizing the village manager to execute an agreement with the Hamilton County Board of Commissioners for CDBG funds. The council moved to read by title only, suspend the rules, receive passage and adopt an emergency clause. The roll-call votes on the resolution recorded six aye votes and no recorded nays.
The council also approved Resolution 2024‑R‑100 and Resolution 2024‑R‑101, both authorizing transfers of funds within the general fund (R‑100: transfers between program codes; R‑101: transfers between object/line-item codes). Each was read by title, motions to suspend rules and receive passage carried on roll call, and each resolution passed with six aye votes.
Counsel clarified the procedure for the temporary appropriation ordinance. As counsel (identified in the record as Mister Sy) told the council, “because it's a temporary ordinance and it's prescribed by Charter, it only requires a single reading. So we don't have to suspend rules for the temporary, and it does go into effect immediately without an emergency clause.” Following that guidance, council moved, seconded and approved Ordinance 2024‑O‑06 (temporary appropriation for 2025).
