The committee passed HB 17‑77 HD1, a bill requiring developers undertaking projects through the Hawaii Housing Finance and Development Corporation to assist certain tenants who face displacement, including relocation assistance and a clearer right to return.
Dina Sheck of the Medical‑Legal Partnership for Children in Hawaii urged the measure as a response to harms she witnessed during prior redevelopments, saying housing stability affects education, health and community ties. Sheck said the bill aims to codify oversight for relocation and the right to return, and asked that the definition of “comparable unit” ensure displaced public‑housing residents can return under the same rent scheme.
Tenant testimony: A tenant who said her family was affected by Kuhio Homes’ redevelopment described difficulties finding housing during relocation and urged more time, transparency and accountability during redevelopment.
Key policy debate: Committee members and advocates discussed whether relocation assistance should be a flat cap (three months, capped at 60% AMI) or calculated as a rent differential (difference between current rent and cost of comparable units). Witnesses said they did not have district‑level rent estimates on hand and emphasized that developers’ pro formas typically account for relocation costs.
Committee action and guidance: The chair said comparable‑unit language needs further work and the vice chair will consult stakeholders; the committee passed the bill with amendments and requested the committee report recommend revisiting comparable‑unit definitions.
