Vista receives clean audit; auditor flags accounting change on compensated absences

Jonathan Foster, partner at Davis Pharr LLP, reported to the Vista City Council that the city's Fiscal Year comprehensive financial statements received an unmodified ("clean") audit opinion. "You did receive an unmodified, otherwise known, a clean audit opinion," Foster said during his presentation, noting that the audit team found no conditions that required modifying the opinion.
Foster told the council the most significant audit note relates to implementation of a new government accounting standard—referred to in the presentation as GASB 101 on compensated absences—which requires governments to recognize time employees are likely to use in future periods, not only cash amounts payable on separation. He emphasized that the language about a prior-period restatement in the audit opinion reflects adoption of the new standard rather than correction of an accounting error.
Why it matters: the GASB change increases recognized liabilities for sick and vacation balances across local governments, which can affect net position and long-term liability reporting. Foster said the change is national in scope and explained it in detail so council and the public understand why the compensated-absences balance rose in the report.
Foster also reported that the Buena Sanitation District and the Vista Joint Powers Authority financial statements each received unmodified audit opinions. He said the city's single audit (required this year because federal grant spending exceeded the single-audit threshold) is in progress and expected to be issued later this month.
What the council did: councilmembers thanked staff and the auditors for their work; there was no formal action tied to the presentation. City Manager John Connolly had earlier confirmed there were no changes to the meeting agenda before the presentation.
Next steps: staff will finalize and publish the single-audit package and make the audit reports and financial statements available on the city's web page and in the administrative record.
