Votes at a glance: Cortland Council approves truck purchase, levy certifications and fund advances

On Feb. 18 the Cortland City Council adopted an ordinance to buy a used water-operations truck, certified tax levies and approved advances totaling $500,000 across funds; several first readings and routine contracts were also introduced.
The Cortland City Council on Feb. 18 approved multiple financial and operational measures, including the adoption of ordinance O-03-26 to purchase a used truck for water operations and a series of resolutions certifying levies and requesting cash advances from the Trumbull County auditor.
Key votes included: approval of the schedule of bills totaling $146,906.61; adoption of O-03-26 (third and final reading) authorizing purchase of a used water department truck; resolutions R-13-26, R-14-26 and R-15-26 requesting county advances of $100,000 to the general fund and $200,000 each to the police levy and fire levy funds; and acceptance of levy amounts and rates under R-11-26 as determined by the Trumbull County budget commission.
Council also conducted a second reading of O-04-26 to authorize purchase of a Ford Police Interceptor SUV and associated patrol accessories, and held first readings on an indigent defense agreement (O-06-26), a mosquito-control contract with Alexander's Pest Control Inc. (O-07-26) and an agreement to use the Ohio Fire Chiefs Association for written testing and oral boards for fire promotions (O-08-26).
Roll-call votes were recorded for the bills schedule (one abstention by Chelsea Monroe), the truck ordinance and the levy/advance resolutions; where roll-call tallies were given in the record the clerk read affirmative votes from members present. The amended minutes motion (to reassign comments from Sept. 3, 2025) failed for lack of a sufficient affirmative vote.
The actions will have near-term cash-flow effects: the finance director framed the advance requests as routine practice to move property-tax receipts into operating funds ahead of settlement. The council did not provide purchase prices for the used truck nor final contract amounts for the mosquito-control or testing services in the first readings.
The council scheduled an upcoming work session (6 p.m. the following day) on safety services and continues routine budget planning for 2026–27.
