Warren County commissioners on Feb. 17 approved a rezoning application from Green Property LLC to reclassify roughly 16 acres in Franklin Township from R‑1B (single‑family) to R‑3 PUD (multifamily with a planned unit development), the board said during a public hearing and subsequent unanimous vote.
Ray Drat of Warren County Building and Zoning presented the case (case 2025‑03) and said the parcel, property identification number 0822300063, comprises 17.3035 acres in total, with 16.0034 acres proposed for rezoning. Under existing R‑1B rules the site could yield about 12 units; the applicant’s concept plan requests 41 single‑family lots (about 2.37 units per acre) with 30% minimum open space shown on the concept and pedestrian access via Robinson Vale.
Applicant Thomas Krutka, with Senesys, told the commission the Reserve at Greenvale Farm is intended as an age‑targeted product for empty‑nest or move‑down buyers and said the developer will carve out and retain a 2.5‑acre homestead parcel on the Robinson Vale frontage that will remain R‑1 and be sold or maintained as a single family residence. Krutka also pledged to contribute to needed intersection improvements at State Route 122 and Robinson Vale.
The Warren County Rural Zoning Commission and the RPC executive committee previously recommended approval with conditions. County staff summarized the conditions the commission incorporated into the resolution: prior to final plat approval the developer must obtain access permits and submit a traffic impact study reviewed and approved by the Warren County Engineer’s Office; any necessary roadway improvements must be installed by the developer; approval from the Warren County Water and Sewer Department and the Franklin Regional Wastewater Treatment entity is required; and the PUD standards must document a 30% minimum open space and prohibit certain structures in minimum side yards consistent with the county rural zoning code.
A commissioner moved to adopt a resolution approving the rezoning “subject to the conditions as approved by the prior bodies and agreed to by Franklin Township”; the motion was seconded and passed on roll call. The clerk recorded affirmative votes and the resolution was adopted.
The commission made clear the approval is subject to the stated conditions and required permits; the county will not permit connections that conflict with existing water‑main limits until required approvals are secured. Clerk records and staff exhibits (zoning maps and the applicant’s concept plan) were entered into the record.
Next steps for the project include any required permit reviews, submission of a final plat, and the execution of the access and utility requirements noted in the resolution.
