Mayor Eason and other council members said they were concerned about potential emissions and health impacts if an asphalt plant were later introduced at the site. "Our community ... is borderline with the EPA. We have to be very, very careful," Eason said, urging caution about emissions and student and resident health near the site. City Attorney advised that recording the applicant’s agreement not to install an asphalt plant and making that condition part of the approval would strengthen the city’s position.
Dust-control measures for the crusher were described by the applicant as water injection on the crusher and water trucks to suppress fugitive dust on site; the applicant said bag houses are not used on crushers of this type. Councilman Tatum moved to approve the preliminary plat with a stipulation that no asphalt plant be introduced at the location and to authorize the mayor to endorse the plat. The motion carried by unanimous vote.
The preliminary plat was presented as PC plat 969726 and was denied previously by the planning commission on Jan. 22, 2026 but returned to council with staff recommendation for approval after review.
