Gallatin council approves first readings and resolutions for paving, stormwater equipment, BUILD grant application and crosswalk payment

At its Feb. 17 meeting the Gallatin City Council advanced several funding and infrastructure items in largely unanimous actions.
Vice Mayor Hayes introduced Ordinance O2601-8, appropriating $460,000 from the general fund unassigned fund balance for paving; the ordinance passed first reading unanimously. Councilman Fennell introduced Ordinance O2602-10 authorizing $45,000 from the stormwater unassigned fund balance to purchase a hydroseeding machine; that first reading passed unanimously as well.
Councilman Alexander moved and Councilman Carter seconded Resolution R2601-10 authorizing the city to apply for a BUILD grant; council approved the resolution unanimously.
Vice Mayor Hayes brought Resolution R2602-13 to approve payment to Sumner County for construction of a crosswalk and issuance of a certificate of occupancy. Staff and council discussed that the crosswalk construction could cost at least $150,000; however, the resolution as drafted commits the city to construct and pay for the crosswalk without listing a dollar figure. After questions and clarification with staff and the county attorney, the resolution passed unanimously.
These items were approved at first reading or by resolution; any subsequent appropriations, bids or contract awards will follow the city’s procurement and budget procedures.
