Butler County staff race to meet HUD CoC deadline as HUD shifts funding to transitional housing

County administrators told the Butler County Commission on Nov. 25 that U.S. Department of Housing and Urban Development (HUD) has revised its Notice of Funding Opportunity for Continuum of Care (CoC) programs, prioritizing transitional housing over permanent supportive housing for the upcoming funding cycle.
The administrator said Butler County participates in the balance-of-state CoC that delivers roughly $1.5 million to the county and that the county's current program is structured around permanent supportive housing. "Butler County's current program is fully permanent supportive housing," the administrator said, and added that the county's funding is secure through Aug. 31, 2026.
Staffers including Julie Gilbert (Human and Social Services executive director) and the county's CoC administrator have been meeting with the balance-of-state administrator and with Mindy Mueller of Community Development Professionals to draft a plan that the balance-of-state must submit to HUD. The administrator told commissioners that the balance-of-state needs a plan by Jan. 14 and that the county's internal deadline to provide material to the balance-of-state is within a week of the meeting.
County staff said a transition plan will be needed to minimize harm to current tenants while aligning with HUD's priorities. The administrator said he expects to bring options and a draft resolution for the commission to consider at the next regular meeting so the county can meet the balance-of-state submission deadline.
The board did not adopt a resolution on Nov. 25; staff requested the commissioners' patience as they finalize a plan and indicated they would present recommendations at the next meeting.
