On Jan. 13, 2026 the New Castle County Administrative Finance Committee considered and approved four grant requests under the GRAMA portion of the agenda.
Councilman Hollins moved $33,000 to the Delaware Art Museum to support a program recognizing the Divine Nine; the motion was seconded and the chair called for the ayes. The motion passed and the chair declared the grant approved. Councilman Street later said he considered the matter a conflict because his son had performed at the venue and indicated that was the reason for his no vote on that item.
Council President William Johns moved to provide $500 to AIDS Delaware to support its annual "Do the Right Thing for Life" banquet; that motion was seconded and approved. Councilman Sheldon moved $1,870.56 to Marydell Retirement Village to purchase emergency "flower blankets" for residents; the motion was seconded and approved. Councilman Toole moved $400 to the Francois Foundation for Autism to cover a Chamber Hall rental; the motion was seconded and approved.
The transcript records motions, seconds and chair calls of approval for each grant; rolls or individual named vote tallies (yes/no/abstain per member) are not fully enumerated in the public record excerpt. Councilman Street stated a conflict on the Delaware Art Museum item and explained his reason on the record.
